Install Script Hook by Alexander Blade then drag the "RadioOff.asi" file to the main GTA V directory.
Controls:

-Press : / ; to turn the radio off for non-numpad keyboards
Known Issues:

Is there a way you could make it so you could choose a radio station to toogle? So instead of OFF it toggles just some station which u set. also your self radio for example.

The author of this mod https://www.gta5-mods.com/scripts/default-radio-station seems to have abandoned it, is that something you can implement in your mod with the option to set default radio to OFF?
please try to make a default radio off..
i play with controller..so keypad is out of the question..but i know many people are tired of the radio turning on automatically.. gta5 should set the readio to off by default. i cant stand getting in a car and having to hit a button 15 times to find the OFF station..lol.. thanks!

@PlasticTangerine Hello such, a question like edit .asi files? not to modify any, just that I'm a programmer and I have basic knowledge and not with that program edit these files code not if I could help telling the program which is edited thank you very much for your mods are very good.
It's pity that it doesn't work with on-foot radio.
