GUYS I HAVE A SOLUTION FOR DOWNLOADING AND LOADING THIS:
Install simple trainer: https://www.gta5-mods.com/scripts/simple-trainer-for-gtav
You can find the Trainer config file for keyboards without numpad here:https://www.gta5-mods.com/misc/simple-trainer-for-gta-v-better-controls
For the trainer:
So first Drag the INI and ASI File into the GTA V Main Folder
For Keyboard without numpads, just follow the readme given with it
After installing it, Click on the spplates.oiv file.
It will be installed automatically.
Then go to the game, Press F3. You will have activated the simple trainer menu. Then go to License Plate Options Under Vehicles. And Select Any Plates in the License Plate Styles.
THIS WORKED FOR ME BTW
