is there a mod for other NPCs besides police to drag bodies?

does this mod have controller support when recruiting gang members and stuff?

Well it's weird, sometimes when I load in the game they appear. But if I wanted to do another survival after doing one, the peds won't appear.

None of the peds to start the survival appear. Is there a way to fix that?
