After trying several of the other wanted level mods, none of them really felt totally right to me. So I eventually decided to try modding out for myself and got to work on making this, my very first mod. This will revamp the wanted level responses in GTA V with the goal of making it similar to how wanted levels worked in the GTA 3 era games and making it much harder to survive at the higher levels.
Changelog for version 2.0
- Reduced the thresholds for wanted levels 4 and 5
- Slightly reduced the number of chase vehicles at wanted levels 4 and 5 to improve performance
- Fixed Riot vans not spawning at roadblocks at wanted level 4
- NEW FEATURE! You now have 4 choices for wanted level 5: Mild, Moderate, Insane or GTA 3 style
New wanted level effects:
Wanted level 1 - 2 police cars (either cruisers or Buffalos) will be sent to investigate.
Wanted level 2 - Police response increased. Up to 3 police vehicles will be in pursuit.
Wanted level 3 - Maximum police response. Up to 4 police vehicles will be in pursuit (5 if you're out in the countryside). Police Transporter vans and police helicopters will also be dispatched and Sheriff's SUVs will be dispatched in the countryside. Police will also set up roadblocks with spike strips.
Wanted level 4 - FIB units take over the pursuit with FIB Buffalos, Grangers and unmarked cruisers. Up to 6 vehicles will be in pursuit. NOOSE also assists with Annihilator helicopters and Riot vans at roadblocks. Police helicopters and Sheriff's SUVs continue to provide support as well.
Wanted level 5 - Your choice:
Mild - The military's going easy on you. They will respond with Crusader SUVs and Barracks transport trucks while police helicopters continue to provide support. This will also remove the Annihilator heicopters from wanted level 4.
Moderate - The military's not fooling around now. They will respond with Insurgent LAVs, Barracks transport trucks as well as Savage attacks helicopters alongside the police helicopter.
Insane - It's all out war and the military isn't holding anything back. They will respond with Insurgent LAVs, Barracks transport trucks, Rhino tanks and several Savage attack helicopters. Good luck.
GTA 3 style - Just like in the GTA 3 era games, you have the military after you with Rhino tanks and Barracks transport trucks while police helicopters continue to provide support. This will also remove the Annihilator heicopters from wanted level 4.
I've also increased the thresholds for levels 4 and 5 so you'll need to cause more damage and mayhem to reach them.
Possible future additions:
-If I can get them working correctly, I want to add NOOSE Riot vans spawning as chase vehicles at 3 and 4 stars as well.
Installation instructions:
You will need OpenIV to install this mod.
1. Use OpenIV to open update.rpf. Navigate to update.rpf/common/data/levels/gta5 and replace vehicles.meta with the one provided
2. Choose the dispatch file you want to use and navigate to update.rpf/common/data
3. Replace dispatch.meta with the one you have chosen
*This next part is only necessary if you use the moderate or insane dispatch files*
4. Open dlc.rpf located in GTA V/update/x64/dlcpacks/mpheist
5. Navigate to dlc.rpf/common/data/levels/gta 5 and replace vehicles.meta with the one provided in the "Put me in dlc.rpf" folder
6. That's it. You're done.

What bobjanetmart said is true, but sometimes that doesn't cover the entire problem. My New Wanted Level Spawns mod has female cops spawning as well, it all works well, but at 4 stars they spawn empty cars instead (which I fixed by simply removing them at 4 stars)
I mean, its the exact same spawn, it works perfectly at 3 stars and below, it works perfectly for the LSPD but on the countryside they fail to spawn, now that I just couldn't understand.
Also, Falz, if you are planning on adding bikes, be aware that even if there is a low chance of them showing up, they will replace most pursuit vehicles, as they only have 1 occupant unlike police cars. So unless you want that, only make them spawn at low wanted levels, like 1, maybe 2 stars.
@BulletinYOuranus Just tried running this on a clean copy of GTA V (the only other things I had installed were Script Hook + trainer and the necessary asi plugins for OpenIV) and everything worked fine. My only guess is you must have something else installed that's conflicting with it.
@Yorpie Thanks for the tip. I've already tried adding them to the chase vehicles but they certainly don't work very well. I'll keep experimenting but at the moment I'm not really sure it's worth the hassle to add them in.
@Falz Thanks for the reply, Im finnaly using the army+federal response script because it make cops spawn everywhere (not only on roads) and lots of them. But still, i know the work behind yout mod, so its cool to have another option not depending on scripts.
Nice mod, hats off to you for this, however the only thing I didn't see using this mod myself is no Rhino Tanks for me in 5 stars. All vehicles, FIB, Military comes but no tanks as of yet which you have said. And yeah this mod does conflicts with others & crashes the game sometimes, so my suggestion would be to keep this mod or other one at a time.
I don't know why this is happening but now the game is crashing for me after getting 4 stars in some minutes, can you please look into this & say what to do, was working good before.
@ssalil I've just uploaded a new version of the mod which should go live soon. I can't promise anything I'm afraid but it might work better for you. Though are you absolutely sure it's this mod causing it? I was experiencing crashes with my game as well and I suspected it might be due to my mod so I tried putting the vanilla dispatch file back in. But even then, I still had crashes occurring. In some cases they were occurring even more frequently than when I had the mod installed.
Just saying make sure all your mods and tools are up to date and do a thorough process of elimination to be absolutely sure.
Alright for those of you experiencing crashes, do you by chance have this mod installed?

If so, try uninstalling it. I had also started experiencing weird crashes lately and in fact it was so bad I could only play the game for maybe 10 to 20 minutes at a time. I suspected my mod to be the culprit but that wasn't the case. So I slowly started removing all my other mods one by one until I came to that train mod and well what do you know. After removing it, I was able to have a 40 minute non stop chase and shootout with the military with 0 problems.
I don't have that that train car changes mod, but realistic train driving & enhanced native trainer, anyways will check the new version with & without it & will then report back.

@Falz Is the ANY possibility you could add Riot Trucks from the NOOSE chasing you ?
@Xenox It's something I'm looking into. Currently I can get them to spawn in but they won't chase after you. They just drive around like normal civilian cars. I haven't found a workaround yet but I'll keep trying.
After 2 sucessful playthrough, again the same happening from the 3rd time, crash after or when reaching 4 stars, really can't understand why so?

The mod works but, there are no Rhino tank in the insane version of wanted level 5. Besides the savage helicopters do not fire any missiles against us .

@Falz this is a great mod! Can I change it somehow to spawn valkaries instead of savages? I tried to edit the dispatch for "insane" but it causes crashes. Thanks man
