Introduction
After playing GTA V for couple hundred hours I became really disappointed by the speeds of vehicles in game. Ok I was really disappointed with speeds after just a few hours in game. It's so very immersion breaking to be zooming down the the Los Santos city streets to top out at max speed. It's especially immersion breaking to top out at ~120 MPH in an Adder.
I've used several top-speed increasing or handling mods, and while they all seem to do what they advertise, none of them are kept updated and some miss certain vehicles for various unknown reasons.
The idea behind this mod is to increase all the top speeds of in-game vehicles to their real-world counterparts (or as close as possible). I'll also be trying to keep acceleration values as close to real-world as possible as well. This will all be done using unmodified cars, so if you throw max performance upgrades on your Adder, expect it to go stupid fast (and by that I mean, probably absurdly unrealistically fast).
This will be primarily for top speeds and acceleration tweaks, but when/if I get that done for all cars I might consider tweaking handling values if it's highly requested.

Installation
To install this, you will need OpenIV, which you can get HERE.
1a) First, I REALLY recommend using OpenIV to create a mods folder and get update.rpf in there.
1b) Use OpenIV to open up update.rpf
2) Navigate to update.rpf/common/data/
3) Drop the handling.meta from my ZIP file to overwrite the handling.meta from update.rpf
4) Enjoy!

@Ceasar I'll work on speed/acceleration values for now. Perhaps once that is done I'll look into handling (as I have no idea where I would even begin at this point :P )
v0.3 awaiting approval. Added the Progen T20 and made a couple small tweaks to the Adder and Osiris.
@DumDum Acting like a simple number edit is 'another modders' work, lol, get real. They're number values put in place by R*, if someone modifies that value, it doesn't make it "THEIRS", it was NEVER THEIRS TO BEGIN WITH. People seem to have so much ownership to these 'mods' when they're nothing more then simple edits. He obviously started from scratch or else he'd have 100+ vehicles modded from other handling mods thats already been done. From the Top Speed mods. Like anyone gives two shits what a scrub user with 1 post that has contributed absolutely nothing except negativity. You're not welcome here.
@Drewgamer For me, personally, it's less about going the realistic speeds, it's about each class of vehicle having a better "default" value, from trucks and tanks and vans to hybrids super cars and bikes.
The 120mph cap thing is annoying as hell, we all know this by now, but what i've found with some of these mods is they just cause the cars to accelerate at stupid stupid speeds. Overall I would accerlation values for the majority of cars are fine, some are a bit off...but it's 100-120mph cap that is the problem and the fact that upgrades, do nothing to increase the cap, and some cars like classic coquette actuall can go close to 125/130 STOCK sometimes which sometimes makes it the fastest car in game. Same with others.
So for me, it would be nice to see each "class" of car recieve a baseline minimum "top speed" value with variences across the classes, like certain vans, trucks, cars, bikes depending on power and what the IRL representative is, gets a 20-55% boost depending on class in range in top speed. For example:
The adder and cheater t20 and osiris and the rest of the "hyper" cars, start at a 160mph base, but each of them ranges from 20% for the "slowest" hyper cars, to 50% for the "top end" hyper cars and 55% for the "ultra end" of cars like the XF at 51% Adder at 52%, Zentoro at 53%, Osirus at 54%, and T20 at the max according to R* at 55% which at 160mph base would be 248MPH.
Bleh, not to make it too complicated but that is sorta would i would do to an extent although i personally think the cap should be more like 200Mph for cars as 240+ on these small roads and the scale of the map, it doesn't always feel like it's big enough for such speeds.

@Krakenous Thanks for all the input! I will say that attempting to driving as fast as you can on the small Los Santos roads is indeed quite difficult (as it would be in real life with cars that top out at 200+ MPH and hit 60 MPH in less than 4 seconds). This mod is definitely more "bearable" with a controller or peripheral with analog input rather than with a keyboard.
As for each car "class" having its own top speed, it will happen as a side result of giving each vehicle it's "real life" top speed (I use quotes here, because I am very hesitant to use "real" in any of its forms when it comes video games). It just won't be as streamlined as your suggestion.
Regarding the "variable" top speeds for cars. I'm not sure how easy that would be to implement. So far everything I've done has been based around completely bone-stock vehicles. I have no idea how mods will affect the performance of any of the vehicles. If Rockstar's vehicle modifications are not coded, there isn't much I can do at the moment. Perhaps once the core mod is done I can begin looking into branching out into handling or vehicle mods.
@ Anyone watching this mod. I promise I'm still going to be working on it. I have had company over the past few days. They required any of my time that wasn't already taken up by work (or sleeping!) so I have had literally no time to work while they were here. They have now left, and I can resume dedicating free time back to this mod.

@EL_Greco I can certainly put it on my to-do list. The current scope of this mod is focused just on top speed and acceleration. But once I have a good base (at least all the "civilian" cars) for that I will look at building on that (handling, deformation, ect).
@acrox999 Currently it does not (I've only gotten to 4 vehicles so far) but it most certainly will once I get to them :P My short-term goal at the moment is to get all the supercars done. After that I can do the main characters' personal cars and then move on from there ;)
@Drewgamer Your mod is the most realistic so far the osiris is so much better now.Btw you dont have to bother for the deformation I made it by myself.

Ah, I see. No wonder it felt like no difference since I had no supercars yet. Just starting out the game lol.
@acrox999 Haha, yeah sorry. It's slow going as I do this in my spare time (as in, not working and not playing other games with friends), but it's eventually(see: SLOWLY) going to get there.
I will have to say that, with GTA V's physics and handling, the speeds do feel a tad silly at times. But there is just no denying how fun it is to rocket from 0 to 100(200km/h) in just a few seconds :P
@Drewgamer It's all cool. Take your time. I found that a lot of other speed mods are way too excessive and requires way too much modding. This one is simple and just works.
Hey man! :) Update: IDK if anyone else is getting this, but the Comet and Carbonizzaire (however u spell it) is extremely broken for me. Trying to accelerate with the car just makes me spin the tires and barely moves my car until I'm going fast enough that it switches to 2nd gear. Any idea what's wrong?
