@EVERYONE who encounters the "fence in front of the gate" problem: after some frustrating attempts to fix it, the ONLY thing that fixed the problem was deleting the RDE and wov_expansion folders from my dlcpacks. I'm assuming the map edits from RDE and WOV was overwriting the files in ReplaceFiles.
