@Guadmaz You are prolific, good sir! I'll try this mod right away. Regarding the "drive to airport/docks to escape", that sounds better than the timer. There is a similar thing in game already, when you find all the submarines pieces after having bought the sonar collections dock. SPOILER (is it a spoiler for a 2 year old game?) Abigail goes to the airport and if you follow her there, you'll get a wanted level as she screams that you're harassing her.
