@xiaozhudengwo first you have to convert the gfx file into swf (here's the tutorial : http://community.bugbeargames.com/index.php?topic=3131.0)
and then open the swf using SWF Decompiler and Editor Suite (http://ccm.net/download/download-8542-swf-decompiler-and-editor-suite)
after that, convert the swf back to gfx and put in in the game using openiv

@Kimmi The point of mods folder is so that you don't have to modify the original file... So you can switch between the original file and mods folder with OpenIV anytime you want...
if you modify your original file after using the mods folder, the mods folder will overwrite the original file, so any changes you made in the original file will be useless

If you use a mods folder, install in on: mods > update > update.rpf > x64 > patch > data > cdimages > scaleform_generic.rpf > click edit on the top> put the hud_reticle.gfx here
@Kimmi did you use a mods folder?
@Kimmi Define "doesn't work"...... The game crashed? The hitmarker still appear? or something else? I can't help you if i don't know what the problem is... because the mod still works on my latest version of steam gta v
