@SUM2PROVE I'm sure by now you've already restarted your progress, but FOR ANYONE WHO HAS THE CORRUPTION:
This file modifies "extratitleupdate.meta" and "carvariations.ymt" which were un-openable for me with OpenIV, which could have caused the problem. I managed to fix my by reverting those two specific files to default by getting them from an unmodified update.rpf file, since OpenIV tends to steer you away from modding without a mods folder.
carvariations.ymt can be found at "GTA V > mods > update > update.rpf > x64 > data"
extratitleupdate.meta can be found at "GTA V > mods > update > update.rpf > common > data"
Use OpenIV to extract the Unmodified Versions of the specified files above from the unmodified Update.rpf, then replace the modified ones.
This will at least get the game to start but you'll likely notice cars randomly disappearing, you can also fix that with other mods that allow you to use Multiplayer Vehicles in Singleplayer. An example of a mod that does this is Simple Native Trainer.
