Silly noob question. Can Add-On Pedestrians be made to replace randomly spawning Pedestrians around the city in the game world?

This is pretty amazing. Is there a Mod that allows this and other edited pedestrians to appear randomly in the city?

I'm not sure I'd be comfortable with Franklin hanging around his half naked aunt. Looks cool but Creepy.

I appreciate the technical know-how of being able to remove the animals but I like seeing the wildlife. Even when they get in my way.

If I could have one real life superpower it would be the ability to dance like a stripper on an invisible pole.
