i downloaded it and launched it immediately and it cant find shaders what did i do wrong

got it but need template for editing skins on this car i can not find it in the download folder

I downloaded it and only see a readme (which I read) the .xml file and the .rpf file and don't see the template to create a custom livery did I do something wrong this is my first time modding
