This is based on No Boundary Limits by alloc8or, and works on GTA5 Legacy and Enhanced.
Its source code is hosted on GitHub (Changelog).

To install, simply drag NoBoundaryLimitsEnhanced.asi into your game directory.
You also need an asi loader. For that, you can use the one that comes with ScriptHookV.

What to expect:
- The game has a speed limit of 150m/s or 540km/h for entities in general, and 160m/s or 575km/h for planes in particular. These limits have been removed.
- Different map boundary limits have been removed, allowing you to play normally anywhere on the map (allowing the spawning of entites, shooting projectiles, allowing peds to performs tasks, ...). Keep in mind, that at some point, you might experience bugs, as the game isn't meant to handle all coordinates.
- You can now go under z=-170 in a submarine without having any WARNINGS, as well as being able to go under z=-250 without being pushed back up by the game.
What is not patched:
- The game has a depth limit of 200. If you go under z=-200 when not underwater and in a vehicle, the game will teleport you back up. If this is removed, there are random explosions all the time, as entities get stuck under the map, which eventually causes the game to crash.
