This is a re-skin of 801Godsall's West Mercia X5 e70 (ELS) (https://www.gta5-mods.com/vehicles/west-mercia-police-bmw-x5-e70-arv-els). The livery is an ARV (Jam Sandwich) based off of a number of forces.
Works well with the British SO6 Diplomatic Protection Group officer by festivalmatt

1) Navigate using OpenIV to the car files
2) Enable 'Edit' mode
3) open the .ytd files
4) Select car_sign_1 on the left-hand side of the window
5) Click the replace button
6) click save

You need the star on top, not the circle(If its an ARV), but apart from that great model, need more jam sandwich cars!
White number plate at the front and yellow at the back btw
