The Stealth: Updated, fixed, and enhanced CPRE.
FTFR: The Stealth + a compilation of other realism focused mods (see section 5. of this description).
I'd go with FTFR if I were you.

!!!! REMEMBER !!!!
Being stealthy is careful planning. USING A SILENCER DOESN'T GRANT YOU INVISIBILITY. Not seeing a witness doesn't make the stealth in this mod broken.
Also, two things:
1. A silenced shot is different from the stealth kill (melee from behind in stealth mode), bullets flight and impact can be noticed by peds at short range, this cannot be changed without game breaking bugs.
2. There's a hard coded sixth sense, cops will always have a tiny slight general idea of where you are, but not completely. That's why I've changed their despawn distance, so that sixth sense appears toned all the way down if you know how to hide. Also, sometimes they seem to know where you are, but they don't, just keep your cool, strategies, move and hide properly.

FINE-TUNED FELONY & RESPONSE IS A DIRECT CONTINUATION OF CPRE, with revised, fixed, and added features. I genuinely don't think there's a more complete stealth mod out there, well, that's why I created it back then.

1. QUICK ABOUT
Multiple mods compiled and reworked into one archive.
Ultimate stealth, challenging but fair cops, unmarked detectives, FIB, and army spawn when wanted, GTA IV/RDR euphoria ragdoll with fine-tuned responsiveness, addictive fist fighting and brawling, refined weapons and gunplay.
FTFR v2.4 was last tested on GTA V v1180.2, combined with World of Variety v2.0.2. I consider FTFR v2.4 to be a stable release. It is compatible with GTA V 1290.1, and latest WOV. (Line edited 26th Jan 2018)
- - - - - - - - - - - - - - - - -
2. DISCLAIMER
The FIB now spawn at 4 and 5 stars, but their behavior relies on peds.ymt (update.rpf\x64\data). This file changes FIB peds from civilian to cops. So they don't run away in a fight and spawn properly in vehicles.
By default, a stable modded WOV 2.0.2 ped.ymt is provided (and compatible with WOV 3.1/3). Though 4 other versions are avalaible for the sake of compatibility.
WORLD OF VARIETY NO LONGER PART OF FTFR
To enjoy FTFR as you should, install World of Variety first and then install FTFR on top of that. (WOV isn't needed for FTFR to work, GTA V is just better with it)
If you have any problem, CAREFULLY AND PATIENTLY EXPLAIN THE CONDITIONS IN WHICH THE PROBLEM OCCURRED, aswell as give a list of all your installed mods, their versions, and your GTA version.
I will have a very hard time wanting to help you if you don't even read my description, or help yourself nor myself a little.
- - - - - - - - - - - - - - - - -
3. INCOMPATIBILITIES & KNOWN ISSUES
FTFR's own issues:
- Sometimes the peds walk away mid fight. I previously thought it was due to Bystanders but I believe it's just the "very low health" animation that is bugged. My theory is that during a fist fight they reach a point where they wanna flee, looking injured and such, but instead just walk away. Can't pinpoint the file.
- navcapabilities.meta can cause some NPC to stall during missions. I thought I had this solved but apparently not. Straight up remove the file from the update.rpf archive to solve this issue.
FTFR might be incompatible with scripts modifying AI/cop behavior.
LSPDFR:
- Problems spawning cops properly, amongst other bugs. It heavily relies on vanilla cop values so I wouldn't bet on stability when used with FTFR. Try it out.
KeepCalm:
- Potentially incompatible.
Arrest and Warrant:
- Reported compatible by some, and incompatible by others. Try it out.
World of Variety:
- Install FTFR last. Some versions of ped.ymt might cause crashes, my version is a modded WOV 2.0.2 version compatible with WOV 3.1/3 (more options available).
- Some versions of popcycle.dat have been reported to cause crashes around Downtown. (Reported by 1 user, and I did have that bug once, but couldn't pinpoint the file, WOV has indeed been crazy unstable in some versions.)
Bystanders Are Pieces Of Shit:
- Its modded scenariotriggers can cause some peds to stop everything mid fight, return to their previous routine, and become collision free until you shoot them.
RAGEuphoria:
- Install it after FTFR, and then, replace weapons.meta and behaviors.xml with FTFR's weapons.meta and behaviors.xml (in update.rpf\common\data\ai and \naturalmotion). Test it out yourself but it has already been reported to work properly on the long term (see @littlefilms comment).
Pickups:
- Based on only one report, it may send you in a weapon pickup loop. Again, it might not even be a problem coming from my mod. Try it out.
- - - - - - - - - - - - - - - - -
4. INSTALLATION
You'll need Script Hook V, an ASI loader (provided with Script Hook V), and OpenIV.asi (provided with OpenIV).
(It is highly recommended to always have backups before modding. The strict minimum being a backup of update.rpf. So backup that file it's less than a 1gig for fuck sake.)
MANUAL INSTALLATION
- I highly recommend installing World of Variety first (it isn't needed, GTA V is just better with it)
- Open update.rpf with OpenIV
- Drag and drop the mod content into its respective game archives
Full file locations inside the FTFR mod folder.
OIV INSTALLATION (OIV THANKS TO MANAV121)
- I highly recommend installing World of Variety first (it isn't needed, GTA V is just better with it)
- Go into OpenIV
- Tools > Package Installer
- Install the FTFR .oiv provided
UNINSTALLATION
- Restore the update.rpf backup you've nicely made before installing (this will remove every mod in update.rpf along the way, know what you're doing)
- - - - - - - - - - - - - - - - -
5. CONTENT
Here's a full list of the mods originally used to compile the files:
- Crime & Police Rebalance and Enhancement by BobJaneTMart
- Euphoria Ragdoll Overall by MiGGoust
- Realism Dispatch Enhanced by Dilapitated and mkeezay30 (Without the added models. I only provided the .meta/.ymt files from RDE. And I chopped off many of the features since they were either buggy or completely useless.)
- Streets of Rage Brawling by RS Beats
- Parts of Bystanders Are Ignorant Pieces of Shit by ZiPPO RAID
- Parts of Ripplers Realism by Rippler
I also added the Wallet mod by Drkz, it changes cash piles into wallets.
- - - - - - - - - - - - - - - - -
6. FEATURES
Stealth is a fully functional and fair feature
- Silenced and melee weapons act as such, no surprises no bullshit
- Only witnessed and reported crimes grant a wanted level
- Identification range decreased, when hidden in unidentified vehicles, cops need to be close to identify you (à la Watch Dogs)
- When no cops can see you, you become hidden more quickly, letting cops investigate your last known position
- Cops despawn at very high distance, they'll look as if they're still searching your last known position
GTA IV Euphoria physics are here
- more human and realistic body and ragdoll behavior
- peds react to the points of impact, sometimes putting their hands where they are shot
- peds can hold on to car doors and moving vehicles just like in GTA IV
- peds lose their balance more realistically
Cop and enemy AI refined for a smarter and more challenging approach
- Better flanking, climbing and overall investigating from cops
- Specific behavior for the different branch of the police/military forces
- Same for gangs, they will be more reckless than trained officers
- AI view cones are extended to emulate real life sighting
- Longer and custom timers for each wanted levels
- Wanted level spawns diversified, female cops, unmarked cars with detectives, FIB, and army
Realistic fighting and brawling
- Fights last longer, you will encounter skilled peds, aswell as people who can't fight
- Health and damages have been revised for all peds, a drunk bum will have less capability than a jacked biker for example
- Use your talk button to provoke people and generate fights
The whole world feels more realistic
- People aren't focused on your every move, you feel like a citizen among citizens
- Cops won't necessarily be called for a fist fight in the hood for example
- People carry on with their lives for tiny events that don't matter to them
- - - - - - - - - - - - - - - - -
7. CHANGELOG
Fine-Tuned Felony & Response - v2.4a

Fine-Tuned Felony & Response - v2.4 - Ça passe ou ça Cass Update
- Fixed an issue where cops would stop spawning during wanted level 3

- Updated weapons.meta to 1180.2 vanilla, every weapon should work properly now
- Modified weapons.meta to match most of FTFRs and some of Ripplers values
*No bullet tracers, increased range, lowered reticule scale, less time between shots, lowered bullet speed
- Updated peds.ymt to WOV 2.0.2 compatible
- Removed Ripplers from the full archive, put it in a separate OIV (weapons.meta has only half of Ripplers features now)
- Reduced known position timer when seen and reported
- Slighlty increased on foot cops vision cone
- Reduced cop count for wanted level 3, 4, and 5 (lvl5 is still hell)
- Increased heli spawn rate (vanilla = 30, old FTFR = 200, new FTFR = 150)
Fine-Tuned Felony & Response - v2.3a
- Toned down accuracy for deafault peds, cops and sheriffs
- Added FIBsec to FIB spawns at 4/5 stars (dudes with FIB vests)
- Created custom combat behavior/accuracy for detectives and FIB (replacing GRUNT & CAPTAIN CombatInfo; wasn't used?)
- Changed stungun damage so it insta kills (anim/ragdoll unchanged)
- Reduced even more stun gun sound range
- Rebalanced spawn count at 3, 4, and 5 stars
I wanted to do an RDE compatible version before releasing but I got other shit to do right now, and since this is better than 2.3, there you go.
Fine-Tuned Felony & Response - v2.3 - Ghostbusters Update
- Greatly increased cop despawn distance to better emulate hidden evasions and cop investigation
- Cleaned and fixed dispatch.meta
*Fixed the empty vehicle spawns at 4 and 5 stars (removed riot/army trucks, they aren't handled properly)
*Replaced boat spawns with vanilla ones to prevent crashes in some instances
*Balanced and diversified spawns at 4 and 5 stars, it's really neat I love it
*Added proper unmarked car spawns with detectives at 4 and 5 stars
*Fixed FIB spawns at 4 and 5 stars (new peds.ymt file makes FIB spawns handled as cop spawns, no more empty vehicles)
- Thus, included new peds.ymt file (update.rpf\x64\data) changing FIB ped values from civilian to cop
*Provided a WOV compatible peds.ymt by default (seems stable with and without WOV installed, more versions of the file available)

@Heckler455 Thanks.
I would argue you may not have committed the changes, or are using a different file. It should change the ammo clip size to whatever you want it to. If you're sure you committed, I'd recommend trying higher values, different weapons, and see if the changes apply this time, cross testing your way towards a solution.
07 de Dezembro de 2018 -
@The_XXI Ok, ill try that. Btw the only thing i changed in some weapons its the clip size, nothing else. (Im using the files provided by this mod)
07 de Dezembro de 2018 -
Does this make the game more difficult or easier? The enhanced stealth mechanics make it sound like itll be too easy to get away. This combined with decreased health could be nice. Making chases the better option than stand-offs.
23 de Dezembro de 2018 -
@Runnin_Gag I would argue if you search for a harder yet realistic approach, go for "toggle blip", then orient yourself depending on the sounds and visuals only, your minimap will no longer help you, this is a hardcore experience IMO.
I personally have a bullet time every time I pull my aiming trigger over 95%, so that means I choose when it's easy or not. I would argue cops aren't easy to lose if you're tagged on foot at 2 stars. Having the minimap makes things easy if you know how to strategies.
To me being able to hide doesn't make things easy but rather realistic. You're not supposed to have a microchip with your location broadcasted to all the cops, you know what I mean?
25 de Dezembro de 2018 -
@The_XXI Hello, I love the idea of the mod for more realistic crime and pursuit, but as I found out, it's basically impossible to escape from a 3 star wanted level (tried driving through mountains, rail tracks, outmaneuvering, avoiding highways etc.) and after a few cop kills it will increase the wanted level by another star and soon I am chased by 4 star wanted level (didn't survive until 5 star). I have to ditch the main part of the mod, but I am very interested in the stealth part, as in the cops will not be alerted if I use suppressors and kill all witnesses. Which file(s) modify this part and can I keep them separately from the mod itself?
Sorry for my rant, but I thought I'd give some feedback as well, along with my question.
31 de Dezembro de 2018 -
@Frostelis I wonder if you missed something. Cause as someone pointed out, the stealth features make the game kinda easy in a way.
When out of sight, with a grey blip, enter a new vehicle, this will fully hide you, to the point where choppers cannot identify you, and cops need to be very close. If a cop and you are at two opposite lane of a four way, the cop won't be able to identify you for example.
Also, you mustn't think above ground at all times, there's quite the underground tunnels and the likes to go through, even outside the city. You can also hide in bushes, there's a lot of way for you to hide and then find a new vehicle, even more so with the fact that now cops search your last known position longer, so when hidden, you can act so the cops are never on your ass.
I can show you some reflexes, strategies, and ways of thinking if you want. After nearly 3 years on this mod, 5 on this game, I'm convinced you just don't have the go to behavior to properly avoid the forces. I'm able to lose a wanted level above 3 stars so I don't see why you couldn't.
31 de Dezembro de 2018 -
@The_XXI Ahhh, that must be it. I exclusively use addon modded cars and never really leave one once I'm out of the garage with it, as the game is pretty screwed up and impounds my vehicles immediately if I switch to some other car, or worse, the cars disappear entirely(modded addon ones). Anyways, I went and downloaded your Stealth mod and copied choice files that I thought would comprise the main idea of stealth, without the cops being a serious pain in the ass for a murdering psycho characters that I play with (thinking rampage varying between stealthy murders). Hopefully the mod can function in parts as I didn't copy a few of the files. Anyways, thank you for the help and clarification!
31 de Dezembro de 2018 -
@Frostelis A persistent mod that can save vehicles on the go can be a good alternative and really immersive thing, having to return for you vehicle after an escape can be pretty satisfying. Anyway, cheers and happy new year.
31 de Dezembro de 2018 -
It says this is not compatible with LSPDFR. I just installed that mod. We run that through Ragehook and I imagine I would be the cop, if I was going to mess around, be a bad guy I would run the game the normal way. Would there still be problems?
14 de Janeiro de 2019 -
@SnakeSlippers I don't know, hence the description: "I wouldn't bet on stability when used with FTFR. Try it out."
14 de Janeiro de 2019 -
@The_XXI I read the description I was just wondering if you possibly saw any conflicts so that's why you put that there to play it safe. Was just trying to see what kind of things I'd run into. I guess I'll give it a try and see what I find.
16 de Janeiro de 2019 -
would you recommend adding "the stealth" mod as well to this? or is this supposed to be a full stand alone customization mod
07 de Fevereiro de 2019 -
also WOV is on like 6.2 should i just not touch that at all and use what's here?
07 de Fevereiro de 2019 -
Can I install other euphoria mods ontop of the included Euphoria Ragdoll Overhaul?
há 9 dias atrás -
Edit: Installed RAGEuphoria BEFORE installing FTFR, I don't see any difference from the euphoria because I don't really pay attention to detail. Still, great mod!
há 8 dias atrás -
its great but with you surrender / get busted it gets an infinite loading screen
há 8 dias atrás -
@IvanderC4D Yeah, the differences between all those euphoria mods are very slight.
You can apply changes to my mod by overwriting with other mod, no problem other than with peds.meta (or ymt) which if there lack a few values will results in unproper FIB and cops spawning.
@tobi7 In which conditions did this occur/which mods other than FTFR? Never had that problem in 3 years of FTFR.
há 6 dias atrás -
i also had it before i deleted all my mods and restarted. So i got WOV, (obviously) Natural Vision, Menyoo, Ragdoll Overhaul Euphoria, Realistic Blood and Decals Remastered, ScripthookV, and ScripthookV Dot Net, and bunch of clothing mods and gun remodels.
há 6 dias atrás -
@tobi7 Here's what I invite you to do, restore update.rpf with the vanilla version, try this version of WOV https://drive.google.com/open?id=118PhGMCsfLY5GxpK1rMx1IVHemUYLCSg it's v4.0, then install FTFR. You could while your at it put all of your asi and scripts in a dummy folder while you test. Get arrested and see if the problem persists.
I'm convinced it doesn't come from my mod at all.

_______________
FTFR 2.4 users, there's no need to update to FTFR 2.4a, I only removed Ripplers Lite as it would cause infinite loading screens. That's it, no changes other than that and descriptions fixes. BTW all my files seem to work with latest GTA V patch and WOV 3.1, as reported by users, I haven't tested it myself since I've switched to a crack last week and will remain on v1180.1-2 as long as they still need me to verify my purchase every fucking week (why is there even an offline mode at this point eh?).

- No more crashes (from the free roam tests I've done on all wanted levels)
- No more cop spawning problems
See changelog for details on changes.
Again, this was tested on 1180.2, with WOV 2.0.2. I don't have many scripts nor ASIs. And the only other archive files I have are VisualVs, map icons, and controller icons.
If you encounter any weird behavior or bugs, please give a list of your mods with versions, and explain carefully what the problem is and in which conditions you encountered it.
Cheers and have fun!"
